Mandatory manifest data for shipments to and from Malaysia

Malaysia is the latest country to introduce a regulation requiring the WCO (World Customs Organisation) HS6 code to be included in all shipping manifests.

Please be advised that effective 1st October 2018, it will be a mandatory requirement for all cargo exported from, destined for, or transhipping via, a Malaysian port to include a 6-digit HS code in the shipping instructions.

The Royal Malaysian Customs Department has made changes in the regulation for filing customs manifest which requires our customers to provide us accurate HS codes for cargo exported out of, imported into and transhipped via Malaysia.

The requirement states a 6-digit HS code must be submitted along with all shipping instructions as a mandatory information from 1st October 2018 onwards. We will not be able to process Shipping Instructions received without or incomplete HS6 codes. These shipping instructions will need to be rejected, requesting the customer to resend the shipping instructions with complete information.

Malaysian Customs reserve the right to delay cargo release / loading and impose a penalty of 5000MYR for any shipments not complying with the new regulation.
Any consequential cost issued by the Royal Malaysian Customs resulting from failure to comply or provide accurate information on the HS Codes will be borne by the shipper/consignee.

For cargo already on the water, Maersk will provide the HS6 code from our data base, which matches with your cargo description. From 1 October 2018, the HS6 code declaration is required to be submitted by the shipper.

HS6 codes are now required by a number of countries and we expect the list to grow. We therefore recommend customers adopt the practice of including HS6 codes on all of your shipping instructions.
